This appears to be a consolation prize for selecting "piracy" - Piracy is more for slowing down your opponent that gaining :vp. Is this correct? I only have the Scout and Free Trader starter set, so I don't know if there are other cards. In a card pool limited only to the Scout and Free Trader deck...
