Thanks Horizon Jeff, that was just the clarification I was looking for. I expect to have one more game with pre-constructed decks, then it will be time to get creative... Let us know what you end up making! I'm aware a lot of people are comfortable just using the precons, and that's perfectly fine....

Correct. In fact, no modifier may result in a final value less than zero (again, page 22 sidebar explains it).

modifiers are cumulative. In fact, all modifiers of any kind stack (rulebook, page 22 sidebar).

Drawing is not optional. In fact, not only is drawing not optional, but during the Ready Phase you're supposed to resolve to your hand size, meaning if you have more than your allotment, you have to discard down. Each captain assigns the damage they inflict. So the attacker assigns the damage they inflict either as or as to any attached to the defender, and the process works the same for the defender.
