Exerted crew and skills

If a crew card is exerted before the Resource phase does it generate its skill tokens in the Resource phase?

Yes.

To prevent crew from supplying tokens, would need to remove the card from play before the resource phase begins, suppress the skills, blank the card, steal the tokens generated, or the like.

We felt if :crew didn't provide tokens while exerted, that would compete with their :action and :heroics. Skill tokens are so important that they'd almost always be the preferable option if you had to choose.

Yup, each turn was a crap shoot - do I expend him for Resource A or leave him un-expended for Resource B (a decision that invariably we guessed wrong with)? Playing it correctly will be a great help.

I know a lot of our players are new to CCGs, so I apologize for over-explaining if you're an old hand at them.

But generally in CCGs, if the rules direct you to do something (like gather tokens), additional restraints or conditions tend to be spelled out explicitly. A good approach is to read the rules permissively, and if it doesn't limit something, begin under the theory that it is allowed.

Of course, I say that and then your very next question is going to have me telling you the opposite... :infamy

Been playing CCGs since they first existed, but you never know what philosophy a designer is apt to take. (That and it didn't seem like there was any real penalty for expending a crew-member for the optional resource, save the loss of the basic Resource.)
