The first effect of this card reads:

:limited :reaction - :credit0: After spending a :heroics from your deck, if that :heroics requires a Skill Herbert possesses, move that card to your hand.

Why does this card mention an expenditure of 0 credits? Or does it mean I have to expend a card with a printed Expense Value of at least 0 credits?

Couple of reasons. First, by having a credit cost, even a cost of :credit0, it means that anything that may modify the credit cost to use of crew abilities would also be able to modify this ability. Currently I don't think there are any such effects, but there could be.

Second, as a matter of formatting, since the action has a timing restriction, we thought we should also give it costing for clarity.

A cost of :credit0 is free, you don't have to expend any :ev to meet it.
