During Ready Phase, Stage 3 you determine who is first player based on initiative. I assume this is not re-evaluated during the round? I.e. playing Time is Money later in the round does not change first player. It seems like you would play that card either:
a) before Stage 3 to give yourself the highest initiative to determine first player or
b) before something like Opportunistic Raider to satisfy the adventure condition of initiative 6+

After the first captain has been determined, changes in do not impact the order of play for the remainder of the round.

But you are correct in that you may elect to play it later in the turn to resolve a or to impact some other effect based on rating.
