However, I think the underlying mechanics are actually more middle-of-the-road in terms of card game complexity. Why did I think they weren't cumulative? I don't know what I was thinking there.
Maybe I was thinking about going into the negatives for cost. I'm guessing that the minimum cost to cancel a contract is zero, right? You can't get "credit" if the mods bring the cost to -2 or something.

Having said that, is drawing up to 7 cards mandatory, in so far as one is able?
I cannot see any reason why not to, and plenty of reasons to do so, so I don't know how relevant this question is. Who knows, maybe it will become a relevant question the more cards I read.
