As there's no point in drawing more face-down cards, this text could mean one of two things:
1) It only applies when drawing face-up cards (ie. when replacing a

2) As stated, it applies *whenever* you draw and you can therefore look at face-down

I've been assuming #1, only because it's the most restrictive, as well as #2 seems almost too powerful. (That said, I haven't tried it with the #2 rules so I really don't know.)
